This project is bringing together two different, top-down and bottom-up, perspectives on how to collaboratively manage catchments and river basins [1]. The 'top-down' approach consists of analysis of the implementation by a statutory agency (SEPA [2]) of the WFD in Scotland. This is an ongoing cyclical process with the opportunity to improve mechanisms over time. The bottom up approaches include understanding good practice in partnership based, multi-issue catchment management situations, the value of stakeholder engagement, and the influence that external factors can have on success. The insights from these two approaches will lead to a more holistic understanding of how to integrate catchment management processes to formal river basin management plans.
